The Wastewater Treatment Plant Committee met at the Town Hall at 8:00 a.m. Present: Ray Willis, Onsite Engineering, Inc. and Chief Alfano
The Committee reviewed four possible routes for the force main. The Committee discussed the advantages and disadvantages of each route. Wattaquadock Hill Road and Main Street appears to have the lowest construction cost. New sidewalks could be installed over pipes. If you had a good contractor it would take 3-4 days for the construction and traffic should not be disrupted too much.
An option is to drill underground as opposed to tearing up the surface. The costs do not include a pump station. There would be a 10% contingency on a pump station cost estimate. Cost implications of creating 2 separate systems or one shared systems were discussed. The Committee questioned the cost of a septic system? Mr. Willis stated he has presented the worst case scenarios. There could be a cost savings to move into the shoulder.
Route 1 & 2 include environmental issues which are costly. Market weak right now, might reduce construction cost.
Mr. Zak reported that a septic system would fit on the Library lot. Mr. Zak did not know if this would change the site plan.
Further review will be done by Mr. Willis to further delineate costs prior to Town Meeting.
Ms. Ross reported that Ms. Costello, Town Accountant confirmed articles allowed paying from the Library and Public Safety Center for force main.
On a motion made by David Lavallee and seconded by Bill Spratt, the Wastewater Treatment Plant Committee voted to recommend Route 3 to the Board of Selectmen. (Troup –yes, Ross – yes, Sprague – yes, Brown – yes, Lavallee – yes, Spratt – yes)
The Committee agreed to place the amount of $290,000 in the article for the transfer of borrowed funds to construct a sewer force main. ($322,000 for the force main plus $60,000 for the pump station = $390,000 minus $100,000 to be paid by the library and public safety center projects = $290,000)
The next Wastewater Treatment Plant Committee meeting will be held at 8:00 a.m. on Tuesday, April 28, 2008.
